Stefano has successfully advised, negotiated and delivered complex land development and infrastructure projects of a range of sizes across Scotland, including National, Major and Local developments for private, public and third sector clients. He has been instrumental in the development of Scottish Government policy and best practice guidance, supporting research on infrastructure funding, delivery mechanisms and developer contributions. He has also been a UK Government High Streets Task Force Expert contributing to the vital role in revitalising high streets and town centres across England and establishing a blueprint for sustainable regeneration. His company, Stefano Smith Planning merged with Third Revolution in November 2024.
Stefano has extensive experience in sustainable urban planning, strategic infrastructure development and stakeholder engagement to shape and create resilient, sustainable, community and place-based environments. He has UK professional experience of managing multi-disciplinary teams within planning, environmental, engineering and design consultancies. He has gained experience in the infrastructure, energy and renewables, commercial, industrial, housing and mixed-use sectors; particularly regarding the principles and practice of land development, sustainability, urban regeneration, urban design and project management, as well as the economics of power and energy and complex environmental assessment.
Stefano has specific experience in statutory planning, including approvals and consents and expert witness, sustainability, regeneration, master planning and urban design, consultation and engagement strategies and tools and development economics, as well as the use of appraisal and assessment mechanisms utilising AI and data in planning.
Stefano has successfully advised, negotiated and delivered complex infrastructure and land development projects of a range of sizes, from initial site search and feasibility stages through to consent under Town and Country Planning Acts applications. He has a detailed understanding of key consenting issues having managed or directed complex land development and infrastructure projects. Stefano has successfully responded to consultations, coordinated submissions of supplementary technical and environmental information and negotiated planning conditions including suspensive conditions and Legal Agreement Heads of Terms.
Stefano is a Chartered Fellow of the Royal Town Planning Institute (FRTPI) and an active member of the Institute, including RTPI Board Trustee, RTPI General Assembly Member and RTPI Scotland Scottish Executive Committee Member. He is also a Fellow of the Royal Society for Arts, Manufactures and Commerce (FRSA).
