Changes Proposed to Fire Guidance for Battery Storage

The National Fire Chiefs Council (NFCC) has recently launched a consultation on a new BESS (Battery Energy Storage Systems) fire safety and risk guidance document which runs until 22 August 2024. The proposals can be seen here https://lnkd.in/eZHwEGXN

Once adopted this will replace the current guidance document from 2022, which the Planning Practice Guidance (Paragraph: 034 Reference ID: 5-034-20230814) encourages applicants to consider. This has been a key consideration in site design and layout for BESS schemes and some of the criteria have been difficult to achieve on site when being strictly applied at the local level: for example, the spacing between containers has required much larger sites than would otherwise have been the case.

Whilst some of the criteria are unchanged, there are some key changes proposed including more flexibility regarding spacing between BESS units and a less stringent approach to access points and fire hydrant supplies. This greater flexibility in the guidance is welcomed as it should make it easier to deliver BESS on constrained sites without compromising on safety.
